The draft of more than 80,000 words covers the total of all aspects of development planning in China from 2016 to 2020. The Draft: to increase the high speed railway network, to run through the high speed railway channel of Harbin-Beijing -Hong Kong (Macau), Lianyungang-Urumqi, Shanghai-Kunming, Guangzhou-Kunming, and to construct Beijing-Hong Kong, Hohhot-Nanning, Beijing-Kunming, Baotou Yinchuan-Haikou, Qingdao-Yinchuan, Lanzhou (Xining)-Guangzhou, Beijing-Lanzhou, Chongqing-Xiamen high speed railway channels in order to expand regional connection lines. High-speed railway mileage will reach 30,000 kilometers, covering more than eighty percent major cities.
According to the draft, in the next five years, high-speed rail will be built from Beijing to Hong Kong.
Because by 2020, China will build the Beijing-Hong Kong (Macau), Shanghai-Kunming, Guangzhou-Kunming high speed railway channels.
So by then you don’t need to take the flight from Beijing to Hong Kong or Macao, but you will reach your destinations after a short sleeping time.
With the completion of Beijing-Kunming high-speed rail, people in Kunming can take the high-speed train from Kunming to Beijing, and then take the high-speed train from Beijing to Hong Kong!
Beijing-Kunming high-speed rail is from Beijing to Zhengzhou, Chongqing and Kunming, as of now, Beijing-Zhengzhou section is shared with Beijing-Guangzhou high-speed rail, and the Zhengzhou-Chongqing high-speed section is under construction. The three prefectures and cities of Pu Er, Xishuangbanna and Lincang are connected by 160 km/h fast railway. Baoshan, Dehong (Ruili) are connected by 140 km/h high-speed railway.
Among the top 50 of the province's economic aggregates, sixty percent county-level economic zones, seventy percent 5A-level scenic spots and sixty percent 4A-level scenic spots will have high-speed railway connections.

It's indicated by Kunming Municipal Commission of Tourism Development during an interview to the Spring City Hotline that after the high-speed rail is put into operation, annual tourists’ growth in Kunming will surge from 10.25 % to 20%. New tourists to Kunming will be about 7.6 million in 2017. And the daily average number of new visitors will be about 21,000 people, and in 2020 the number of tourists to Kunming will reach 150 million, including nearly 30 million visitors brought about by high-speed train.
The main tourist service center of Kunming’s South High-Speed Railway Station will be built, which will have the reception capacity of average 20,000 people daily, as well as the Shilin Dadieshui visitor service sub-center with average of 10,000 people daily and a number of tourist services. Around Kunming South Station, 20 business hotels, resort hotels and country hotels will be built in Chenggong New Area, including 5 hotels of star-level, which will ensure that 3,125 guest rooms and 5,000 beds will be added during high season, among which the star hotels will provide up to 1,250 beds.
Kunming has already started to receive more tourists. Next year, all 200 national A - class tourist toilets in Kunming will be constructed, and they are considered as the new image of the city. In the future, Kunming will accelerate the upgrading and reconstruction of old resort areas such as Shilin, Jiuxiang scenic spots, and Jiaozi Mountain will strive to have four 5A-class tourist attractions by 2020, and to make Jiaozi Mountain to be acknowledged as a national park; and to promote Green [FS:Page]Lake, Yunnan Military Academy, Citic Jialize and other scenic areas as the national A-level scenic spots. Within the next three years, Kunming will build 20 self-drive camps of different sizes and different types.
